REPOWER REGIONS Landscape Analysis Report Now Available

After months of intensive research across Europe, the REPOWER REGIONS Landscape Analysis Report is now live and available for download, marking the project’s first major milestone.

The report brings together insights from nine European countries to show how heating and cooling systems are changing, how EU climate and energy policies are driving this shift, and what it means for technology choices, local planning, and skills development.

The analysis combines desk research with surveys, consultations, and 68 real-world case studies across residential, public, commercial, and industrial buildings, as well as district energy systems. It also reviews the education landscape, examining 110 higher, vocational, and continuing education programmes to identify current strengths and remaining skills gaps.

Overall, the report highlights a clear shift towards electrification, renewable and low-temperature systems, energy recovery, and digital optimisation, while also pointing to persistent implementation challenges and workforce needs.

It concludes with practical recommendations for policymakers, municipalities, industry, education providers, and researchers.
